Special Powers: Freezes foes, Freezes ground to slide on (to go fast like sibor)
History: A scientists expirement gone wrong. Destroys all foes as revenge until he finds the scientist who created him. (i don't know)

History: Born to a rocket scientist and brain surgeon. Was very smart, but always teased because of big head. Created Iceman by mistake.

I apologise if you can't read my handwriting. Also, the bottom line was cut off by the scanner. It reads: "He gradually lost his mind and envisioned himself as a pirate. It was only then that he started using his arm for more evil purposes..."

It could be the self-upgraded steam punks against the naturally powerful humans.

Too much reading would bore people, however a separate character-bio option might work. If you're thinking of having campaign-style fights, you could have short stills for cutscenes inbetween, explaining the events that link the fights. 1950's is cool - very Bioshock/Fallout 3 - esque. The idea that some fighters have gained their skills naturally, and others through self-modification sounds rather cool, perhaps a whole brains vs. brawn type thing.
Like you said, Max, there may be a comic or something like this. It all sounds strangely familiar to me.
Other than that, so far the idea is sounding great. I'm glad to have contributed.
